This article elucidates the model of "Foundational Governance; People-Based Governance" as an indigenous Islamic framework for achieving a new Islamic civilization and preparing the ground for the Reappearance (Zuhur). The primary issue is the lack of a theoretical framework compatible with religious foundations in the face of dominant Western paradigms. Unlike competing approaches that focus primarily on administrative and economic efficiency, this model emphasizes the pivotal role of the people in the process of foundational preparation. The theoretical necessity of this research lies in bridging the conceptual gap between modern governance theories and Islamic-religious principles. Its practical necessity lies in responding to the needs of the policy-makers of the Islamic Republic of Iran to design equitable, participatory, and civilization-building mechanisms that can pave the path for the realization of the "uprising for justice" in the absence of the Infallible Imam (the era of the Major Occultation). The research methodology is analytical-qualitative, utilizing an "Ijtihadi" approach. Data collection is based on the examination of documents, revelatory texts (the Holy Quran), traditions, the conduct of the Infallible Imams (especially the Holy Prophet (PBUH) and the Infallible Imams (AS), as well as an analysis of the objective experience of the Islamic Revolution as a contemporary instance of reviving the discourse of "uprising for justice." The inference from data is conducted as follows: First, at the theoretical level, the quadruple process of "recitation, purification, teaching the Book, and wisdom" is extracted from Quranic verses; second, at the practical level, the 23-year conduct of the Prophet (PBUH) and the strategy of the Imams (AS) under the conditions of the "presence of the Imam but absence of Imamate" are analyzed; and finally, by applying this to the Islamic Revolution, the final model is presented. Key research findings demonstrate that the model of Foundational Governance, unlike Western patterns, relies on four essential pillars: "Leader (Imam), Law (Islam), Knowledgeable and Accompanied Ummah (People), and Government (Executive Structure)." This model introduces the role of the people not as ceremonial, but as the "efficient cause" of governance. The main achievement is the presentation of a phased roadmap from preserving the central core of religion against the onslaught of infidelity and distortion to utilizing existing opportunities. In this perspective, governance is tasked with providing a platform so that the people themselves may engage in the "uprising for justice," thereby preparing the ground for the realization of the Mahdist Noble State and the triumph of the true religion over all aspects of life, in accordance with the verse, "li-yuzhirahu 'ala al-dini kullihi" (to manifest it over all religion).
