Functions and Dysfunctions of the Network Governance Model in Relation to the Wilayat-Based Governance Model

Abstract




Network governance is one of the modern governance models that, compared to traditional forms of governance, is more flexible and adaptable. However, it inherently has dysfunctions which, if not addressed now, may lead to irreparable damage in the coming years. This article provides a comparative study of the network governance model and the Wilayat-based governance model, analyzing the functions and dysfunctions of network governance within the framework of Wilayat-based governance. The research adopts a qualitative approach with a descriptive-analytical strategy, and data were collected through library-based methods. Relevant domestic and international sources in the fields of network governance, Wilayat-based governance, and macro-governance theories were examined. Using thematic analysis, key concepts were extracted and then analyzed comparatively to assess the functions and dysfunctions of network governance in relation to the Wilayat-based model. Findings indicate that, although network governance offers significant advantages compared to bureaucratic models, it also has potential dysfunctions which, if neglected, could pose fundamental challenges to the governance system of the Islamic Republic of Iran in the long term. Conversely, the Wilayat-based governance model does not exhibit the dysfunctions of network governance. Nevertheless, the findings suggest that the two models are not entirely opposed and that, with certain reforms, network governance could be effectively utilized within the framework of Wilayat-based governance.
