The doctrine of Mahdism, in its social dimension, outlines a bright horizon for human history whose realization depends on establishing individual and social readiness. “Preparatory governance,” as a model of leadership whose primary mission is to pave the way for achieving this universal ideal, requires effective instruments of transformation. Among these, cultural policy-making—due to its profound influence on the underlying layers of identity, belief, and behavior in society—is regarded as the most strategic tool of this form of governance. The present study aims to explain this relationship and address the essential question of how an effective cultural policy-making, and through which specific components, can contribute to the formation and consolidation of the foundations of preparatory governance for the Reappearance (of Imam Mahdi). This research has been conducted using a qualitative approach and a descriptive–analytical method. The required data were extracted through systematic content analysis of foundational Islamic texts (the Qur’an and narratives), particularly literature related to the characteristics of the companions and the society of the era of the Reappearance, as well as documents in the domain of cultural policy-making.
The analysis demonstrates that cultural policy-making can directly contribute to the realization of preparatory governance through six key functions: 1. Faith-based identity-building: Designing policies that deepen monotheistic identity and address the crisis of meaning. 2. Enhancement of intellectual capital: Developing programs to promote rationality and sound reasoning. 3. Institutionalizing justice: Using cultural tools to transform justice into a core value and a public demand. 4. Moral purification and elevation: Policy-making to promote moral virtues and social responsibility. 5. Legal culture formation: Explaining and promoting a culture of respect for human and divine rights at all levels of society. 6. Guiding development: Presenting a model of progress in which material development serves spiritual elevation and holistic human growth. The findings of this study reveal a meaningful correlation between the quality of a system’s cultural policy-making and its success in fulfilling its role as a “preparator for the Reappearance.”
