Preparatory governance—as a strategy for realizing the desired society during the period of the Major Occultation—is an important topic in Islamic thought. This article examines the position and role of the government in preparatory governance for the advent (faraj) within Islamic thought and discusses how governance can transform the current state into the ideal state (the reappearance of Imam Mahdi). The findings indicate that waiting for reappearance of Imam Mahdi is a social and civilizational act, and preparatory governance must be grounded in monotheistic foundations, prioritizing the Hereafter over worldly concerns when faced with dilemmas, adopting both revelatory and rational wisdom, and operating at the scale of the ummah. Moreover, reducing the government’s direct intervention and increasing public participation in policymaking, regulation, and supervision—based on the logic of wilayah-orientation—are essential conditions for realizing this form of governance. The article also addresses current challenges in the Islamic Republic of Iran, such as excessive state control in managing the country, especially in the areas of the economy and higher education, and proposes solutions such as strengthening the role of the people and elites. The study is conducted using library-based documentation and the inferential–indicative method as explained in the discipline of logic.
