In general, all new and emerging fields of study are confronted with three important components: "producing literature on the issue," "discovering the issue," and "solving the issue." In other words, in newly emerging topics and issues, a hierarchical approach is followed, starting with producing the literature of the discussion, which is essentially the production of knowledge. After the production of knowledge, the next step is to discover the issue, and after discovering the issue, the solution to the problem is sought. Therefore, for the concept of Mahdavi governance, which is a new and emerging subject without a prior scholarly foundation, it is necessary to produce the literature of the discussion and produce knowledge within the framework of the philosophy of Mahdavi governance. The philosophy of Mahdavi governance is considered a philosophy of affairs; because, generally, in the philosophy of affairs, if the subject of philosophy pertains to a scientific or academic field, it is called a philosophy of sciences. However, if it is related to a real and objective matter, it is called a philosophy of affairs. Since Mahdavi governance is not discussed as a scholarly or academic field, but rather as a real and tangible matter, it is referred to as a philosophy of affairs. The philosophy of Mahdavi governance addresses issues that, firstly, are general rather than specific, secondly, are external rather than internal, and thirdly, relate to the entire Mahdavi governance rather than specific topics such as the foundations, objectives, methods, types, challenges, and so on. Therefore, to produce literature in the field of Mahdavi governance and to establish and justify its position, the philosophy of Mahdavi governance should be discussed through a descriptive and analytical approach.
