In the thought of grand Ayatollah Safi Golpayegani, a "waiting society" is one inspired by Islamic principles and based on self-awareness and other-awareness, aimed at reforming social behaviors and creating a global movement. This concept can be analyzed at individual, social, governmental, and transnational levels. A systemic approach to the political indicators of a waiting society reveals a connection between the spheres of collective life and the guiding principles for state actors, both domestically and internationally, through the integration of domestic and foreign policy. This study aims to answer the question: What are the political indicators of a waiting society in the thought of Ayatollah Safi Golpayegani? Using a qualitative, library-based method, the research explores the hypothesis that the political principles of a waiting society in his thought include: dynamic anticipation at the individual level, discourse formation at the social level, strategic independence and political justice at the governmental level, and globalism based on mutual benefit at the transnational level, relying on two tactics—Islamic unity and networking. The realization of these principles across various levels provides the context for just political systems and good governance, leading to the expansion of monotheistic sovereignty.
