Ayatollah Safi Golpayegani was one of the constitutional law jurists who played an effective role in embedding Twelve-Imam Shia jurisprudence literature in the Islamic Republic of Iran. Also, the jurist who played an essential role in rejecting and negating the secularization of the society during his eight years as the secretary of the Guardian Council, and finally emerged as a mujtahid and an authority promoting traditional fiqh since he was sensitive to issues such as the hijab, women becoming ministers, gender segregation, the mixing of men and women, the presence of women in stadiums, considering music as absolutely haram, and Islamic philosophy and mysticism. Therefore, the research in his thought makes it necessary to determine whether the government or the state proposed by him is an authoritarian government or a people's government. Keeping this issue in mind, the main question of the present article is what are the foundations, nature, and duties (functions) of the Islamic government of the waiting society in the view of Ayatollah Safi Golpayegani. The question was answered through the theoretical framework of paradigm analysis, in the form of political jurisprudence literature of political Islam and with the method of content analysis, based on his main works. The result showed that the nature of the government or state that emerged from his thought was a monotheistic government in the form of Imamate, which is not limited by things such as border, region, and country, and will not have any interruption. In addition to pursuing the special function of providing livelihood, welfare and comfort of the people, this government considers its main duty to fulfill and implement Islamic rules and defend the religion of God.
