Among these, cultural policy-making—due to its profound influence on the underlying layers of identity, belief, and behavior in society—is regarded as the most strategic tool of this form of governance. The present study aims to explain this relationship and address the essential question of how an effective cultural policy-making, and through which specific components, can contribute to the formation and consolidation of the foundations of preparatory governance for the Reappearance (of Imam Mahdi). This research has been conducted using a qualitative approach and a descriptive–analytical method. The required data were extracted through systematic content analysis of foundational Islamic texts (the Qur’an and narratives), particularly literature related to the characteristics of the companions and the society of the era of the Reappearance, as well as documents in the domain of cultural policy-making.<br />The analysis demonstrates that cultural policy-making can directly contribute to the realization of preparatory governance through six key functions: 1. Faith-based identity-building: Designing policies that deepen monotheistic identity and address the crisis of meaning. 2. Enhancement of intellectual capital: Developing programs to promote rationality and sound reasoning. 3. Institutionalizing justice: Using cultural tools to transform justice into a core value and a public demand. 4. Moral purification and elevation: Policy-making to promote moral virtues and social responsibility. 5. Legal culture formation: Explaining and promoting a culture of respect for human and divine rights at all levels of society. 6. Guiding development: Presenting a model of progress in which material development serves spiritual elevation and holistic human growth. The findings of this study reveal a meaningful correlation between the quality of a system’s cultural policy-making and its success in fulfilling its role as a “preparator for the Reappearance.”<br />   <br />آموزۀ مهدویت در بعد اجتماعی، افقی روشن برای تاریخ بشر ترسیم می‌کند که تحقق آن، مشروط به ایجاد آمادگی‌های فردی و اجتماعی است. «حکمرانی زمینه‌ساز» الگویی از زمامداری است که رسالت اصلی خود را بسترسازی برای تحقق این آرمان جهانی تعریف می‌کند، مستلزم ابزارهای کارآمد تحول است. در این میان، سیاست‌گذاری فرهنگی به دلیل تأثیرگذاری عمیق بر لایه‌های زیرین هویت، باور و رفتار جامعه، راهبردی‌ترین ابزار این نوع حکمرانی شناخته می‌شود. پژوهش حاضر با هدف تبیین این رابطه و پاسخ به این پرسش اساسی انجام شده است که یک سیاست‌گذاری فرهنگی کارآمد، چگونه و با تمرکز بر کدام مؤلفه‌ها می‌تواند به شکل‌گیری و تثبیت ارکان حکمرانی زمینه‌ساز ظهور منجر شود. پژوهش حاضر با رویکرد کیفی و ماهیت توصیفی - تحلیلی سامان یافته است. داده‌های مورد نیاز از طریق تحلیل محتوای نظام‌مند متون بنیادین اسلامی (قرآن و روایات)، به‌ویژه ادبیات مرتبط با ویژگی‌های یاران و جامعۀ عصر ظهور، و همچنین اسناد حوزۀ سیاست‌گذاری فرهنگی استخراج شده است. تحلیل داده‌ها نشان می‌دهد که سیاست‌گذاری فرهنگی می‌تواند از طریق شش کارکرد محوری، به‌صورت مستقیم در تحقق حکمرانی زمینه‌ساز نقش‌آفرینی کند: ۱) هویت‌سازی ایمانی: طراحی سیاست‌هایی برای تعمیق هویت توحیدی و مقابله با بحران معنا. ۲) ارتقای سرمایۀ عقلانی: تدوین برنامه‌هایی برای ترویج خردورزی. ۳) نهادینه‌سازی عدالت: به‌کارگیری ابزارهای فرهنگی جهت تبدیل عدالت به یک ارزش محوری و مطالبۀ عمومی. ۴) تزکیه و تعالی اخلاقی: سیاست‌گذاری برای ترویج فضایل اخلاقی و مسئولیت‌پذیری اجتماعی. ۵) فرهنگ‌سازی حقوقی: تبیین و ترویج فرهنگ احترام به حقوق انسانی و الهی در همۀ سطوح جامعه. ۶) جهت‌دهی به توسعه: ارائۀ الگویی از پیشرفت که در آن، توسعۀ مادی در خدمت تعالی معنوی و رشد همه‌جانبۀ انسان قرار گیرد. نتایج این پژوهش نشان می‌دهد که میان کیفیت سیاست‌گذاری فرهنگیِ یک نظام و میزان موفقیت آن در ایفای نقش «زمینه‌سازی برای ظهور»، همبستگی معناداری وجود دارد. https://jm.isca.ac.ir/article_78884_131b4760267214714702f5c8fb90b668.pdf
