While the governance literature has primarily developed within Western modern frameworks such as good governance, network governance, or comparative governance, there is an urgent need for a novel model based on the principles of Imam Khomeini and the experience of the Islamic Republic of Iran. The theoretical necessity of this research lies in bridging the conceptual gap between modern governance theories and the religious–Islamic foundations of governance. Its practical necessity is evident in addressing the needs of policymakers in the Islamic Republic of Iran to design mechanisms that are just, participatory, and civilization-building. The objectives of the study include: extracting key components and principles of the preparatory governance model based on Imam Khomeini’s thought, clarifying the model’s relation to the components of the Islamic civilizational project, designing an analytical and operational framework for macro-level policymaking, and providing indicators and tools to evaluate the implementation of the model. The novelty of the research lies in presenting an alternative governance model that, in addition to relying on Islamic sources and the experience of the Islamic Revolution, can systematically leverage public participation, social justice, and social regeneration in service of the Islamic civilizational project. The research method is analytical–qualitative, based on a review of documents, texts, and works of classical and modern governance theorists, along with an analysis of Imam Khomeini’s thought and the experience of revolutionary institutions in the Islamic Republic. Key findings indicate that, compared to Western models, the preparatory governance model pays special attention to the semantic, value-based, and social dimensions of governance, rather than focusing solely on administrative and economic efficiency. By strengthening public participation, justice, independence, and <em>wilayah</em>-orientation, this model can lay the groundwork for moving toward the Islamic civilizational project. مسئلۀ اصلی این پژوهش، نبودن چارچوب نظری بومی و اسلامی برای حکمرانی در راستای تحقق تمدن نوین اسلامی و فراهم‌سازی شرایط ظهور است. در شرایطی که ادبیات حکمرانی به‌طور عمده، در چارچوب‌های مدرن غربی مانند حکمرانی خوب، حکمرانی شبکه‌ای یا حکمرانی تطبیقی شکل گرفته است، نیاز به مدلی نوین که بر مبانی اندیشۀ امام خمینی(ره) و تجربۀ جمهوری اسلامی استوار باشد، ضرورتی جدی یافته است. ضرورت نظری پژوهش در پرکردن شکاف مفهومی میان نظریه‌های حکمرانی مدرن و مبانی دینی - اسلامی حکمرانی نهفته است. از سوی دیگر، ضرورت عملی آن در پاسخگویی به نیاز سیاست‌گذاران جمهوری اسلامی ایران برای طراحی سازوکارهای عادلانه، مشارکت‌افزا و تمدن‌ساز قابل مشاهده است. اهداف پژوهش شامل استخراج مؤلفه‌ها و اصول کلیدی مدل حکمرانی زمینه‌ساز بر پایۀ اندیشۀ امام خمینی(ره)، تبیین نسبت این مدل با مؤلفه‌های تمدن نوین اسلامی، طراحی چارچوب تحلیلی و عملیاتی برای سیاست‌گذاری در سطح کلان، ارائۀ شاخص‌ها و ابزارهای ارزیابی تحقق مدل است. نوآوری پژوهش در ارائۀ مدلی بدیل برای حکمرانی است که افزون بر اتکا بر منابع اسلامی و تجربۀ انقلاب اسلامی می‌تواند ظرفیت‌های مشارکت عمومی، عدالت اجتماعی و بازآفرینی اجتماعی را به‌صورت نظام‌مند در خدمت تمدن نوین اسلامی قرار دهد. روش پژوهش تحلیلی - کیفی مبتنی بر بررسی اسناد، متون و آثار نظریه‌پردازان کلاسیک و مدرن حکمرانی، به‌همراه تحلیل اندیشۀ‌های امام خمینی(ره) و تجربۀ نهادهای انقلابی جمهوری اسلامی است. یافته‌های کلیدی نشان می‌دهد که مدل حکمرانی زمینه‌ساز در مقایسه با الگوهای غربی، به‌جای تمرکز صرف بر کارآمدی اداری و اقتصادی، به ابعاد معنایی، ارزشی و اجتماعی حکمرانی توجه ویژه دارد و از طریق تقویت مشارکت مردمی، عدالت، استقلال و ولایت‌مداری می‌تواند زمینه‌ساز حرکت به‌سوی تمدن نوین اسلامی باشد. https://jm.isca.ac.ir/article_78882_40f01b808d6b1c0bd402e0faea6a89e9.pdf
